I'd start with a 1/4 center cutting end mill like the other guy's suggest to start and get carbide end mills too you can find some inexpensive ones without all the special coatings on the from MSC supply. 17/64 end mill wouldn't be a bad option I'd use that after a 1/4 to eliminate any material that's left, and remove as much barrel material as possible before honing out the hole with a reamer.

As for cutting slots with end mills, I have always found most success using a two stage cut. So if I am cutting a 3/8" slot, I do my setup and cut the slot first with a 1/4" end mill. Then, I replace the cutter without changing any table setup and recut with a 3/8" mill.
