It would be my opinion that end mills smaller than ¼" be sharpened only by grinding the ends, so the balance of the flutes, which may be chiefly unused, can be used. The big problem with sharpening end mills is that few have the equipment necessary to do an adequate job, and information on cutter grinding is not easy to obtain.

I have a Cincy #2 and they are versital and handy machines for job shop use. Can be used for cylindrical grinding, internal grinding with the highspeed head, light surface grinding, and of course tool grinding. OTOH, i usually sharpen taps, shop made tooling, and the ends of end mills in a poly choke on a surface grinder.

The ends of end mills, even multi-fluted end mills, can be successfully ground back by hand, although it's a bit of a struggle to get all the teeth cutting in a common plane without a cutter grinder.
